I've always found that you meet someone interesting when you aren't even trying. If your goal is to go to a party or bar and bring someone home it may or may not happen, but it usually never leads to a meaningful relationship. It's usually when you're not even trying to find someone that they come into your life. The beginning of the semester is a great time to meet someone considering you have all new classes with different people. Plus joining a campus club, starting a job (on or off campus), or playing any kind of Intramural sport will also expose you to a fresh group.
Overall I would say make the most of the four years you have at college. Regardless if you're with someone or single, you're going to have a good time.
